Fake IDs are made to look just like a legit state identification card, usually a driver's license. Generally, people under 21 create or pay someone to create a fake ID for the purpose of buying alcohol. If a retailer declines to sell alcohol to a minor who presents a fake ID, they can and probably will confiscate it. They may or may not call the police.

[edit] Acquiring a fake ID

The safest way to get a fake ID is to use a valid ID of someone who looks like you and is over 21 years of age. If the resemblance is barely passable, it may be worth your while to forge an ISUCard--much easier to do--so you can "prove" to the authority that that fake ID really is you. Make sure you've memorized the details on the fake ID, particularly the birthdate.

Forgeries are typically done using ID templates and Photoshop to change the photo and name and pasting the printed copy onto a card with magnetic stripe.

In Iowa, purchasing alcohol with a fake ID is a simple misdemeanor punishable by a $100 fine. Source (bottom of page)
